- 1.1 Stability and Safety of Building Structures
Ministerial Regulation No. 6 B.E. 2527, Section 15, specifies the live unit load by building type:
• Buildings classified as type 7(a) and (b), such as auditoriums, theaters, restaurants, and meeting rooms, and type 8(a), including museums, archives, parcel rooms, theaters, and libraries, must support a live load of 400–500 kilograms per square meter.
• The original Provincial Hall buildings were classified as office buildings with a live load capacity of 300 kilograms per square meter, insufficient for the now intended use.
- 1.2 Earthquake Resilience
The Ministerial Regulations on Load Bearing, Resistance, Durability of Buildings, and Soil Supporting Buildings for Earthquake Resilience B.E. 2564, Section 3, Page 14 specify:
• Nan Province is classified as Zone 3, an area where buildings may face significant stability challenges from earthquakes.
• The original Provincial Hall buildings, constructed around 1968, were not designed to withstand earthquakes. Consequently, new buildings are required to ensure safety.
- 1.3 Fire Protection
Fire protection systems must be installed in compliance with Fire Protection Standards EIT 3002-51 and the National Fire Protection Association (NFPA-101) guidelines.
• Fire escape routes, the number of fire escape routes, installed fire-extinguishing sprinkler systems, and the closure of vertical openings are designed to meet safety standards.
• Fireproof doors and other openings equipped to adhere to fire protection standards.
• Gathering rooms, exit routes, and main entrances and exits designed to comply with fire escape capability standards.
• Fire-extinguishing sprinkler systems installed as specified in EIT Fire Protection Standards.
